Word layout greyed out

1. PAGE SETUP all options are grayed out except for line numbers & hyphenation. 2. ARRANGE all out except for Align. 3. THEMES completely out. in the file tab the permissions for the document state that anyone can OPEN, COPY and CHANGE any part of the document.
